PARKS ECO-PASS : ONE YEAR ON ....
There are 800 terrestrial reserves in the NSW national parks estate covering an area of 6.76 million hectares. These reserves offer opportunities for a wide range of recreational pursuits.

A new licensing system known as Parks Eco Pass was launched on 1 July 2009. The key characteristics that differentiate the new system from the previous system are:

  • a consistent fee structure across the state
  • ability to transfer licences if a business is sold
  • Longer licence terms (3 and 10 years) available, following initial 1 year term;
  • centralised administration and single point of contact instead of multiple licensing on a regional basis;
  • guarantee of service for processing applications (8 weeks)
  • new marketing and promotional opportunities.

After 12 months of operation a review is being undertaken to identify emerging issues and opportunities. There is also a need to factor in changes to state government legislation which will affect commercial recreation opportunities in national parks and other reserves.

With the local economy improving and the outlook for inbound tourism showing signs of recovery, now is a good time to consider the commercial opportunities for outdoor recreation in NSW. Some of the most beautiful places and challenging opportunities are to be found in the national parks estate and the Parks Eco Pass team can assist you in developing your sustainable business activities on park.

This interactive workshop will explore the experiences of activity providers with the new system and the extent to which it is achieving mutual benefits for operators and park managers. It will also explore the potential for new recreation opportunities made possible by changes to legislation. Delegates will learn how the system operates and the advantages of being a Parks Eco Pass holder.

Biography
David Rudder joined NPWS in 2008 after many years working in the private sector, including 17 years running his own architecture and environmental consulting practice in Sydney. He is currently completing a Masters Degree in Wildlife Management and is a passionate advocate for sustainable tourism.

David currently manages and coordinates the licensing of commercial tour and activity operators in the national parks estate of New South Wales. He has visited many of the 800 reserves in the state and his main interests are bird watching, walking and photography.

David has co-authored two books dealing with ecologically sustainable development in the context of the built environment and believes the principles of sustainability readily apply to outdoor recreation. He sees licensing as a practical vehicle for achieving balanced outcomes in protected areas in NSW.

‘Parks Eco Pass: one year on’ will workshop some of the new developments proposed for licensing of commercial operators, including recent amendments to the NPW Act.
